HIGH
GRASS AND WEEDS:
1. Grass, weeds, brush, any unsightly or objectionable matter,
or other vegetation including hay (unless cultivated on property
which has granted an agricultural property tax exemption by the
county appraisal district in which the property is located) shall
be cut to a height not to exceed ten (10) inches on any real property
which abuts street rights-of-way, alleys, utility easements, subdivided
additions, or other developed property.
Note: Be sure to trim around curbs (or edge of pavement if there
is no curb), sidewalks, driveways, foundations, fences, trees,
flowerbeds or any other buildings or structures.
2. This does not include regularly cultivated row crops, which
are not to be grown in any public street right-of-way or public
easement or block the necessary view to and from adjacent rights-of-way.
3. With respect to lots, tracts and parcels of land five (5)
or more acres, this ordinance does not apply to any area greater than
200 feet from any open public street or thoroughfare as measured
from the right-of-way line of said street or thoroughfare, and
greater than 200 feet from any adjacent property under different
ownership and on which any building is located or which any other
improvement exists, as measured from the property line.
4. Only one notice to abate is required to be issued per 365 day
calendar year. Properties which are abated are subject to liens
and administrative fees. Property owners and/or occupants may face
possible citations to municipal court which can result in fines
and court costs

UNSANITARY PREMISES:
1. Refuse, filth, carrion, weeds, rubbish, brush trash, debris,
junk, garbage, impure or unwholesome matter of any kind or objectionable
or unsightly matter may not be allowed to accumulate or remain
on any real property or within any public easement or across or
upon any adjacent public street or alley right-of-way where the
paved surface begins.
2. It is also unlawful to dump or not permitted to dump upon any
drain, gutter, alley, sidewalk, park, right-of-way, vacant lot,
adjacent to any water or any other public or private property any
unwholesome water, refuse, rubbish, trash, debris, filth, carrion,
weeds, brush, junk, garbage, impure or unwholesome matter of any
kind or other objectionable or unsightly matter of whatever kind.
3. Only one notice to abate is required to be issued per 365 day
calendar year. Properties which are abated are subject to liens
and administrative fees. Property owners and/or occupants may

JUNKED VEHICLES:
1. Vehicles which do not have lawfully affixed to them an unexpired
motor vehicle registration certificate and an unexpired motor vehicle
inspection certificate, are wrecked, dismantled, partially dismantled,
discarded and are inoperable either for 72 hours on public property
or more than 30 days on private property.
2. Antique vehicles 25 years old or older, or special interest
vehicles which are not changed from the original manufactures specifications
and because of historic interest and being preserved by a hobbyist
may be screened from ordinary public view by either a fence or
rapidly growing trees or shrubbery.
a. Such vehicles and storage areas must be maintained in an orderly
manner and not constitute a health hazard. .
b. A tarp, car cover or similar covering does not qualify as being
screened from public view.
c. Vehicles in violation may be removed by the City after a public
hearing, and be prohibited from being reconstructed or made operable
and notice given to the Texas Department of Public Safety which
will result in the cancellation of the vehicles Certificate of
Title.
3. Abatement notices are not required for issuance of citations
for an offense under the Junked Vehicle Ordinance.

PARKING
ON UNIMPROVED SURFACE:
1. Vehicles shall be parked on an improved surface.
2. RV’s, motor homes, campers, camper trailers, boats, boat
trailers, utility trailers or other such recreational vehicles
shall be parked on an improved surface.
3. Improved surface consisting of concrete or asphalt,
a. behind the rear building façade and
b. behind a solid or opaque wall or screening partition at least
six (6) feet high and not over eight (8) feet In height;
4. Or, vegetation consisting of a solid hedgerow or evergreen
shrubs, or trees and shrubs which provide full screening from the
ground to a minimum height of six (6) feet.
5. Such parking surfaces shall be contiguous to the driveway.

PARKING
VIOLATIONS:
1. Commercial vehicles weighing over 11,000 pounds GVW, or with
a carrying capacity of over 1 ton, or having more than two axles
are not permitted to park in residential areas, or in the city
limits unless engaged in street construction, maintenance or repair,
used by public service utilities, temporary loading or unloading
of passengers or freight or the disconnection or connection of
trailers for such vehicle.
2. It is also unlawful to park on or over a curb or in the parkway
area of a public roadway; on a sidewalk;
· within 20 feet of a crosswalk at an intersection;
· within 30 feet of a stop sign; within an intersection;
· within 15 feet of a fire hydrant;
· in a prohibited zone or loading zone except for the necessary time
to load or unload;
· in a space reserved for mobility handicapped persons;
· facing the opposite direction of traffic;
· with the right side wheels over 18 inches from the curb;
· or to block a mailbox so as to not allow postal carries unobstructed
delivery by a postal vehicle;
· within a fire lane; washing, servicing or repairing vehicles on
a public street or displaying vehicles for sale.

TRASH/GARBAGE
PLACEMENT and RECYCLING
1. The City has recently adopted a recycling plan, and as such,
regular trash collection has changed from twice a week collection
to once a week collection.
2. However, with recycling now available on Wednesday, the total
amount of refuse collection should not be affected.
Trash schedule is as follows:

Tuesdays: Trash & brush/bulk for residences EAST
of S. Uhl Rd – Use green lid cart ONLY.
·
Wednesdays: City wide recycling – Use yellow lid cart
ONLY.
·
Fridays: Trash & brush/bulk for residences WEST
of S. Uhl Rd – Use
green lid cart ONLY.
3. Recyclable material
includes: (Recycling

· Cans
and Foil: Tin, aluminum, steel or bi-metal cans, aerosol
cans and jar lids.
· Paper: Newspaper, junk mail, cardboard, books, phone books, egg
cartons, frozen food packaging, paper bags and boxes and
magazines.
o NO gift wrapping paper photos or food contaminated paper.
· Plastic: Plastic bottles # 1 - #7, milk jugs and detergent containers.
o NO plastic bags, food contaminated items, Styrofoam or packing
peanuts.
· Glass: Bottles and jars, food containers, beverage containers.
o NO light bulbs, ceramics or glass windows or mirrors.
4. Do not place construction debris, hazardous waste, pesticides,
herbicides, batteries, oil, paint, CFL light bulbs, cleaning fluid,
biomedical waste, sharps or dead animals weighing over 10 pounds
in collection carts
5. Additionally, residents may now place out for collection up
to 4 (four) cubic yards of bulk waste (furniture, washers, dryers,
etc.) on regular collection day. Brush no longer has to be bundled,
but please be sure to cut limbs, branches etc. into manageable
lengths. After collection, be sure to place empty carts in a location
where they are not visible from public view.
6. Please be sure to place your collection carts at curb side
only on your designated day. Place carts at least 3 feet from vehicles,
other carts or objects with the lid facing the street. The lid
must be completely closed.

ADDRESS NUMBERS:
1. Numerals and letters shall be in Arabic and placed on all new
and existing buildings or structures and of a color contrasting
with the background.
a. Numerals shall be in a position to be clearly visible from
the street or road fronting the property and all rear alleyways
or
rear access.
2. Single family residences shall have address numbers at least
3 ½ inches in height, with a minimum stroke width of ½ inch
width placed on the building and rear alleyway, where such alleys
exist
3. Non residential buildings must have numerals a minimum of 6
inches in height with a minimum ½ inch stroke width.
4. Please make it easier to find your residence or business in
case of emergency!

.PERMIT
REQUIREMENTS:
1. Permits are required for most construction work such as
a. fences over 30 inches high,
b. remodeling and additions,
c. plumbing,
d. electrical,
e. concrete work,
f. water heater replacement,
g. swimming pools over 2 feet deep,
h. roofing,
i. storage buildings:
j. peddlers, solicitors and itinerant vendors,
k. garage sales,
l. alarms,
m. permanent signs,
n. temporary signs,
o. grand openings,
p. demolition,
q. food service establishments, and
r. mobile food establishments.

MOSQUITO
HARBORAGE:
1. Standing water less than ¼ inch deep may breed mosquitoes,
which are known vectors for serious diseases such as West Nile
Virus and Encephalitis.
2. Eliminate any standing water in such places as
a. low spots in your yard,
b. cans,
c. buckets,
d. tires,
e. bottles,
f. plastic sheeting,
g. stagnant water in pools and water features,
h. flower pots,
i. clogged gutters and
j. pet watering bowls.

SIGNS:
1. Do not place signs in the Right-Of-Ways, on a utility pole,
or official signs. All are in violation of the Glenn Heights Sign
Ordinance.
2. Remove garage sale signs within 24 hours after the sale has
concluded.
