MINUTES OF THE PLANNING AND ZONING COMMISSION
OF THE CITY OF GLENN HEIGHTS, TEXAS

February 14, 2005

CITY OF GLENN HEIGHTS *

On the 14th day of February, 2005 the Planning and Zoning Commission of the City of Glenn Heights, Texas convened in a meeting at the City Hall located at 1938 South Hampton Road, Glenn Heights, Texas to consider the following items, with these members in attendance:

PLANNING AND ZONING COMMISSION:

Raul Acosta * Co-Chairman
Bruce Anderson * Board Member
Sharon McIver * Board Member
Clarke Choate * Board Member
Austin Kelley * Board Member

Staff: Colleen Russell * Planner
Patsy Ragland * Director of Finance
Drew Roberts * Director of Public Works

Consultant: Alan D. Lathrom * City Attorney’s Office

Co-Chairman Acosta called the meeting to order at 7:33 p.m.

Commissioner Anderson gave the invocation.

AGENDA



1. Consider approving the minutes of the Planning and Zoning Commission meeting
of January 10, 2005 and January 24, 2005.

Commissioner McIver made a motion to approve the minutes of January 10, 2005. Commissioner Choate seconded the motion. The motion carried with the following vote:

VOTE: 6 For – Acosta, Anderson, McIver, Choate and Kelley

2. Public Hearing on a proposed zoning change of 26.489 acre tract in the James
Porter Survey, Abstract 1129, north of Bear Creek Road and East of Uhl Road from SF-1 (Single-family for a minimum of 20,000 square foot lot size) to SF-3 (Single-family for a minimum of 9,000 square foot lot size).

Commissioner McIver has a conflict of interest affidavit on file with the City Secretary.

Commissioner McIver made a motion to open the public hearing. The motion was seconded by Commissioner Choate. The motion carried with the following vote:

VOTE: 5 For – Acosta, Anderson, Choate and Kelley
1 Abstain – McIver

Commissioner McIver left the chambers.

Co-Chairman Acosta opened the public hearing.

Charles Starnes presented to the Commission and audience the requested zoning change application for the property owner.

Alvin DuBois spoke against the zoning change.

Co-Chairman Acosta closed the public hearing.

3. Consider changing the zoning on 26.489 acre tract in the James Porter Survey,

Ed Schellinger – spoke against the zoning change.

Mary Ann Chancellor – spoke against the zoning change.

Commissioner Choate made a motion denying the zoning change. Commissioner Anderson seconded the motion. The motion carried with the following vote:

VOTE: 5 For – Acosta, Anderson, Choate and Kelley

CONCLUSION:

Co-Chairman Acosta adjourned the meeting at 8:28 p.m.
