MINUTES OF THE CITY COUNCIL MEETING
OF THE CITY OF GLENN HEIGHTS, TEXAS
July 7, 2008

On this the 7th day of July 2008 the City Council of the City of Glenn Heights met in a regular meeting at the Red Oak Intermediate School, in Glenn Heights, Texas located at 401 Ovilla Road with the following members present:

Mayor Choate called the meeting to order at 7:38 p.m.

INVOCATION: Councilwoman Mary Ann Chancellor

PUBLIC COMMENTS:

Doug Burton, 2704 Hawthorne Drive (Magnolia Farms HOA)- spoke on the following issues:

* Pay and Staffing Police Department and Fire Department
* Roads
* Commercial Development
* Vision for the Future
* Planning
* Bond Issue


1. CONSENT AGENDA

A. MINUTES OF THE JUNE 16, 2008 REGULAR MEETING.

Mayor Pro Tem Dixon moved to approve the minutes of the June 16, 2008 regular meeting with corrections. Councilman Freeman made the second. The motion carried with the following vote:

VOTE: 7 Ayes - Holley, Freeman, Dixon, Choate, Chancellor, Harvey, and Pereira

2. CONSIDER APPOINTMENTS TO THE BOARD OF ADJUSTMENTS.

Mayor Pro Tem Dixon moved to table appointments to the Board of Adjustments to July 21, 2008. Councilman Freeman made the second. The motion carried with the following vote:

VOTE: 7 Ayes - Holley, Freeman, Dixon, Choate, Chancellor, Harvey, and Pereira

3. BUDGET SUMMARY REPORT ON 2007/2008 GENERAL FUND AND WATER AND SEWER FUND.

Patrick Harvey, Director of Finance, gave an overview of the current Fiscal Year 2007-2008 Program of Services.

4. RESOLUTIONS

A. CONSIDER APPROVAL OF RESOLUTION R-17-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENN HEIGHTS, TEXAS APPROVING, ADOPTING AND AUTHORIZING THE CITY MANAGER TO IMPLEMENT THE JOB COMPENSATION AND CLASSIFICATION PLAN.

Introduction by Acting City Manager, Phillip Prasifka
Mark Carpenter, Matrix was present for any questions on the Compensation Study

The following individuals spoke in favor of the Pay Plan.

Lucas Benson, Police Officer
Larry Pennington, 116 Mesa Wood
Ken Berta. 500 Magnolia Lane
Carl Hill - President of the Fire Fighters Association
Marshall Park, Director of Community Development
Jean Bishop, 1905 Elm
David Leath, 225 Sunset

Councilwoman Pereira moved the matter be tabled and discussed during the budget process for the upcoming year. Mayor Choate made the second. The motion failed with the following vote:

VOTE: 2 Ayes - Choate and Pereira
5 Nays - Holley, Freeman, Dixon, Chancellor and Harvey

Mayor Pro Tem Dixon moved to table Resolution R-17-08 to the next regular meeting, July 21, 2008. Councilwoman Chancellor made the second. The motion carried with the following vote:

VOTE: 4 Ayes -Dixon, Choate, Chancellor, and Harvey
3 Nays - Holley, Freeman, and Pereira

5. CLOSED MEETING

A. PERSONNEL - UNDER TEXAS GOVERNMENT CODE, SECTION §551.074.

1. CITY MANAGER SEARCH

Councilman Pereira moved to go into closed meeting pursuant to Section 551.074, Personnel - City Manager Search. Councilman Freeman made the second. The motion carried with the following vote:

VOTE: 7 Ayes - Holley, Freeman, Dixon, Choate, Chancellor, Harvey, and Pereira

The City Council convened into Closed Session at 9:45 p.m.

Councilwoman Holley moved to come out of Closed Session. Councilman Freeman made the second. The motion carried with the following vote:

VOTE: 7 Ayes - Holley, Freeman, Dixon, Choate, Chancellor, Harvey, and Pereira

Mayor Choate called the meeting back to order at 10:00 p.m.

6. CONSIDER ANY OFFICIAL ACTION AS A RESULT OF THE CLOSED MEETING.

Councilman Harvey moved to instruct staff to start a search for a City Manager by placing notices in publications the Director of Human Resources felt would be effective including the TML and TCMA. Councilwoman Chancellor made the second. The motion carried with the following vote:

VOTE: 7 Ayes - Holley, Freeman, Dixon, Choate, Chancellor, Harvey, and Pereira

7. ANNOUNCEMENTS FROM THE CITY MANAGER.

The Acting City Manager, Phillip Parsifka made the following announcements:

* Briefed Council the website - www.DeSotoLiving.com
* July 21, 2008 city council meeting would be at ROISD Intermediate School
* July 21, 2008 date for the Public Stake Holders Meeting at 6:00 p.m. before the Council Meeting.

8. REQUESTS/COMMENTS FROM THE MAYOR AND/OR COUNCIL MEMBERS.

Councilman Pereira complimented the Mayor on how he conducted the meeting.

Mayor Choate asks that an item be placed on the next agenda to discuss brush pick-up.

9. ADJOURNMENT.

Councilman Pereira moved to adjourn. Councilman Freeman made the second. The motion carried with the following vote:

VOTE: 7 Ayes - Holley, Freeman, Dixon, Choate, Chancellor, Harvey, and Pereira

Mayor Choate adjourned the meeting at 10:05 p.m.
