MINUTES OF THE PLANNING AND ZONING COMMISSION
OF THE CITY OF GLENN HEIGHTS, TEXAS
July 28, 2008

CITY OF GLENN HEIGHTS
On the 28th day of July 2008 the Planning and Zoning Commission of the City of Glenn Heights, Texas convened in a regular meeting at City Hall in the Council Chambers at 1938 South Hampton Road, Glenn Heights, Texas to consider the following items, with these members in attendance:

Chairman Espinosa called the meeting to order at 7:33 p.m.

PLEDGE OF ALLEGIANCE
1. CONSENT AGENDA
A. Minutes of the July 14, 2008 Regular.
Commissioner Graska moved to approve the minutes of July 14, 2008 meeting. Commissioner Burton made the second. The motion carried with the following vote:
VOTE: 4 For - Espinosa, Burton, Graska, Kelley, and Garr
2. Swear in newly appointed board member Kathy Johnson.
The City Secretary, Othel Murphree swore in Kathy Johnson.
3. Public Hearing: to receive citizen comments concerning a request to amend the City's Zoning Ordinance, Ordinance No. O-10-08, relative to amending the zoning classification on approximately 6.0367 acres of land described as a part of the M. L. Swing Survey, Abstract No. 1455 and the Samuel Clare Survey, Abstract No. 249 and being out of a tract of land aside to Myrtle Sloan Galloway in partition Deed dated 8/14/43, Glenn Heights, Dallas County, Texas recorded in Volume 2629, Page 330 of DRDCT zoned Single Family One (SF-1) to add a Specific Use Permit (SUP) for a church; providing for a severability clause; providing a penalty clause; and, providing an effective date.
Commissioner Graska moved to open the public hearing. Commissioner Garr made the second. The motion carried with the following vote:
VOTE: 5 For - Espinosa, Burton, Graska, Kelley, Garr, and Johnson
Chairman Espinosa opened the public hearing.
Presentation by Judy Bell.
The Rev. Lugene Spurlock, Jr. spoke as the applicant.
Paula Martinez, 128 Bear Creek asked about future expansion.
Commissioner Graska moved to close the public hearing. Commissioner Burton made the second. The motion carried with the following vote:
VOTE: 5 For - Espinosa, Burton, Graska, Kelley, Garr, and Johnson
Chairman Espinosa closed the public hearing
4. Discuss and make recommendation on a zoning request submitted by Fresh Start Community Church to amend the City's Zoning Ordinance, Ordinance No. O-10-08, to add a Specific Use Permit (SUP) to the approximately 6.0376 acres of land generally located at 1800 South Hampton Road, east of Hampton Road and south of Bear Creek Road and described as a part of the M. L. Swing Survey, Abstract No. 1455 and the Samuel Clare Survey, Abstract No. 249 and being out of a tract of land aside to Myrtle Sloan Galloway in partition Deed dated 8/14/43, Glenn Heights, Dallas County, Texas recorded in Volume 2629, Page 330 of DRDCT zoned Single Family One (SF-1).

Commissioner Johnson made the second. The motion carried with the following vote:

5. Discuss and make recommendation on a Final Plat submitted by Fresh Start Community Church generally located at 1800 South Hampton Road, east of Hampton Road and south of Bear Creek Road.
Commissioner Burton moved to approve the Final Plat submitted by Fresh Start Community Church generally located at 1800 South Hampton Road, east of Hampton Road and south of Bear Creek Road. Commissioner Graska made the second. The motion carried with the following vote:
VOTE: 5 For - Espinosa, Burton, Graska, Kelley, Garr, and Johnson
6. Discuss lot standards for non-residential zoning districts as compared to surrounding cities.
Commissioner Garr moved to any further discussion or action on this item to August 11, 2008. Commissioner Johnson made the second. The motion carried with the following vote:
VOTE: 5 For - Espinosa, Burton, Graska, Kelley, Garr, and Johnson
7. Announcements from the City Manager.
Staff stated work on the zoning ordinance was in progress and would be furnished to the Commission in the near future.
8. Requests/Comments from the members of the Planning and Zoning Commission.
Commissioner Graska apologized for missing the last meeting stated he was out of town for work.
9. ADJOURNMENT.
Chairman Espinosa adjourned the meeting at 8:07 p.m.
